Dr. R.S. Praveen Kumar Accuses Telangana Government of Revenue Irregularities; Calls for Immediate Investigation

R. S. Praveen Kumar, State General Secretary of the Bharat Rashtra Samithi (BRS), on Tuesday alleged that a ₹10,000-crore “Baahubali-scale” land scam had taken place in Telangana and demanded a high-level inquiry into what he claimed were 22,000 illegal land ownership transfers carried out through manipulation of revenue software.
Addressing a press conference, Praveen Kumar accused Chief Minister A. Revanth Reddy and Revenue Minister Ponguleti Srinivasa Reddy of failing to prevent large-scale irregularities in the Revenue and Registration departments. According to the BRS leader, nearly 22,000 land records were allegedly transferred to third parties without the knowledge or consent of the original landowners, District Collectors, or other revenue authorities. He further alleged that even lands classified under the prohibited category were transferred by manipulating software.
Calls for High-Level Investigation
Praveen Kumar demanded an independent, high-level investigation into the alleged transactions and questioned why no criminal cases had been registered despite the seriousness of the allegations.He also accused the government of adopting a selective approach towards Anti Corruption Bureau (ACB) investigations, alleging that corruption cases were initiated only in politically convenient circumstances.
Questions Bhu Bharati System
The BRS leader criticised the replacement of the Dharani portal with the Bhu Bharati land management system, alleging that the new platform had enabled illegal land transfers rather than improving transparency.He urged citizens to verify their land records through the Bhu Bharati portal and check their Encumbrance Certificates (ECs) to ensure that ownership details remained unchanged.Praveen Kumar alleged that illegal mutations had occurred in districts surrounding Hyderabad, including Ranga Reddy, Medchal-Malkajgiri, Sangareddy, Siddipet and Rajanna Sircilla.
Refers to Jangaon Revenue Scam
Referring to the alleged revenue scam in Jangaon district, Praveen Kumar questioned why no arrests had been made despite earlier announcements of an inquiry and a forensic audit.He alleged that similar irregularities had continued from 2024 through June 2026 and cited alleged land transfers involving properties in Khajaguda, including parcels reportedly transferred to a private company.
Alleges Violation of Revenue Rules
Citing Rule 4 of the Record of Rights (ROR) Rules, the BRS leader alleged that mandatory notices to both buyers and sellers had not been issued before several land mutations were approved.He questioned how thousands of land transfers could occur without the knowledge of Mandal Revenue Officers (MROs), Revenue Divisional Officers (RDOs), District Collectors or the Chief Commissioner of Land Administration (CCLA).
Praveen Kumar further alleged that farmers and landowners affected by disputed transfers were being forced to approach courts while encroachments continued unabated. He also questioned the government’s handling of appointments within the Revenue Department and alleged irregularities in postings and promotions.Demanding accountability, the BRS leader called upon the government to make public the findings of the committee investigating the Jangaon revenue scam and initiate criminal action against those responsible for the alleged illegal land transfers.The Telangana Government had not officially responded to these allegations at the time of publication.
