Bharatiya Janata Party (BJP) State Vice President Dr. Kalyan Naik on Saturday alleged large-scale irregularities in Telangana’s contract and outsourcing employment system, claiming that thousands of employees are facing salary delays and denial of statutory benefits.
Addressing a media conference at the BJP state office in Hyderabad, Dr. Naik said nearly 2.21 lakh contract and outsourcing employees are working in various government departments through around 4,800 outsourcing agencies across the state.
He alleged that many agencies have failed to pay salaries on time, with employees reportedly waiting three to four months for wages in several cases. He further claimed that mandatory benefits such as Provident Fund (PF) and Employees’ State Insurance (ESI) are not being deposited despite government allocations.According to Dr. Naik, while the government releases the full amount, including salary and statutory contributions, to outsourcing agencies, employees receive significantly lower take-home pay. He alleged that agencies are retaining substantial amounts under the heads of commissions, PF, ESI, GST, and other charges.The BJP leader claimed that government reviews had identified irregularities in a large number of outsourcing agencies and alleged that several agencies had failed to comply with salary payment and statutory benefit norms. He also referred to reports that, according to him, highlighted widespread violations in the outsourcing system.
Dr. Naik further alleged that irregularities involving approximately ₹200 crore occur every month in the outsourcing payment mechanism and urged the state government to explain why action has not yet been taken against agencies accused of violating regulations.Highlighting the difficulties faced by contract workers, he said employees in several districts have staged protests over delayed salaries and alleged non-payment of PF and ESI contributions.The BJP demanded immediate cancellation of the licences of agencies found guilty of irregularities. The party also urged the government to introduce a direct payment system under which salaries of outsourcing employees would be credited directly from the government treasury into employees’ bank accounts, eliminating intermediaries. The Telangana government has not officially responded to these allegations. Independent verification of the BJP’s claims was not immediately available.
