Alleges Official Review Meeting with Department Officials Violated Administrative Protocol and Rules of Business

Telangana Endowments Minister Konda Surekha has lodged a formal complaint with Chief Minister A. Revanth Reddy against Kadiyam Srihari, alleging that the Station Ghanpur MLA conducted an official review meeting with Endowments Department officials without informing or consulting the Minister in charge of the department. In a letter addressed to the Chief Minister, Konda Surekha stated that Kadiyam Srihari’s actions disregarded established administrative procedures and encroached upon the authority vested in the Minister responsible for the Endowments Department. She maintained that the administration of the department, policy decisions, official review meetings, and supervision of development programmes fall exclusively within the jurisdiction of the concerned Minister. According to the complaint, the MLA convened a meeting with the Director of the Endowments Department and other senior officials to review several key issues, including temple development works, allocation of departmental funds, preparation of temple master plans, protection of temple lands, removal of encroachments, and timelines for implementing various projects. The Minister alleged that these discussions were held without her knowledge or approval, describing the move as administratively inappropriate.

Konda Surekha stated that such official reviews conducted without informing the Minister violate the spirit of the government’s Rules of Business and undermine the established administrative framework. She observed that experienced public representatives are well aware that policy decisions and departmental reviews are expected to be carried out under the leadership of the Minister concerned and that bypassing the Minister creates an undesirable precedent within the government. The Minister further expressed concern that such actions could adversely affect administrative coordination and create confusion among departmental officials regarding the chain of command and decision-making authority. She said maintaining institutional discipline and respecting ministerial responsibilities are essential for the smooth functioning of the government.

In her letter, Konda Surekha urged the Chief Minister to ensure that such incidents do not recur in the future. She requested that the matter be examined comprehensively and that appropriate explanations be sought from those concerned. She also called for the issue to be referred to the party’s disciplinary committee for inquiry and recommended that suitable action be taken based on its findings.The complaint is expected to draw attention within political and administrative circles, as it raises questions regarding adherence to official protocols and the functioning of the government’s internal administrative processes.
